十一五期間各地區(qū)年產(chǎn)30萬噸以下煤礦停止審批

    昨天，國(guó)家安全生產(chǎn)監(jiān)督管理總局下發(fā)了《煤礦安全生產(chǎn)“十一五”規(guī)劃的通知》(以下簡(jiǎn)稱《通知》)指出，“十一五”時(shí)期，各地區(qū)一律停止審批(核準(zhǔn))30萬噸/年以下的煤礦新建項(xiàng)目，力爭(zhēng)在2010年把小煤礦的數(shù)量控制在1萬處。

    《通知》同時(shí)強(qiáng)調(diào)，要繼續(xù)加大依法取締關(guān)閉非法開采、違法生產(chǎn)、不具備安全生產(chǎn)條件、布局不合理、浪費(fèi)破壞資源、污染環(huán)境和不符合煤炭產(chǎn)業(yè)政策的小煤礦，并提出，到2007年末淘汰年生產(chǎn)能力3萬噸以下的礦井。

    此外，《通知》還要求山西、內(nèi)蒙古、陜西整合后的礦井規(guī)模不得低于30萬噸/年，新疆、甘肅、青海、寧夏、北京、河北、東北及華東地區(qū)不得低于15萬噸/年，西南和中南地區(qū)不得低于9萬噸/年。

    《通知》還要求，今年煤礦瓦斯事故死亡人數(shù)要比2005年下降20%以上；到2010年，全國(guó)煤礦百萬噸死亡率比2005年下降25%以上，一次死亡10人以上的特大事故起數(shù)比2005年下降20%以上。
